Exiled critic of Rwandan president found beheaded in Uganda. Robert Kabera, a former army sergeant major who fled Rwanda years ago and was an open critic of President Paul Kagame, was found beheaded in neighbouring Uganda. While his body was recovered from near Kampala, his head remains missing. "Robert had no issues with anyone [in Uganda]...The army created a criminal case against him...It was a witch-hunt," his brother said.
