Congress leader Jairam Ramesh alleged PM Modi was aware of changes to Election Commission's ECINET software, as a complaint by two Election Commissioners reached DoPT, which is under PM's charge. Ramesh also accused ECI of retaining the officer at the centre of the IT division dispute, alleging an attempt to centralise control over the electoral system.
