Paraguay has sworn in a new president after Santiago Pena was impeached and placed under house arrest. Celebrations followed outside Congress. The Senate voted to impeach Pena for failing to carry out his presidential responsibilities, after the Prosecutor for Economic and Corruption Crimes ordered that he be put under house arrest.
