With just 15 judges against a sanctioned strength of 33 and around 1.7 lakh cases pending, the Orissa high court is facing challenges in timely listing and hearing of cases, a public interest litigation (PIL) filed in the court has pointed out, seeking urgent steps to fill up the vacancies.
